About the Office

From the Director

In Japan, the number of students with disabilities enrolled in universities, colleges, etc. are increasing year by year. Enforcement of an educational support system for these students is an urgent issue also in our university.
On February 19, 2014, the Convention on the Rights of Persons with Disabilities has taken into effect in Japan, and in April 2016, the Rules of Reasonable Accommodation for the Act for Eliminating Discrimination against Persons with Disabilities has been enforced, where the national and other public universities and colleges should observe and take appropriate measures against the prohibition of discriminatory treatment for persons with disabilities and the prohibition of non-provision of reasonable accommodation.
UEC, taking these trends into consideration, has established the following basic policy in March 2016 and opened the Office for Students with Disabilities under the Student Support Center as a consultation desk for students with disabilities.
However, barrier factors are different from each other, and a specific support for each student required to remove such factors are also different. The Office has striven hard to become a companion for students who try to understand themselves more and deal with a problem, through listening carefully to their voices on a daily basis.
In addition, by sharing our challenge among all faculty staff, students, and any other UEC members, we will try to help UEC to be a truly universal organization opened to the society.

The role of the Office

The University of Electro-Communications ensures an educational opportunity equally for any and all students regardless of with or without disabilities. For students with some mental or physical disabilities, UEC provides educational support services to prevent opportunity reduction because of disabilities.
The role of the Office for Students with Disabilities is contact for students and coordination within the organization. Based on a student’s request, the Office staff mediates between the students and related offices/sections or faculty staff and arranges an appropriate and smooth educational support. Aside from supports provided with the university’s approval, we respond to requests for consultation from students to find some good ways which can be carried out on their own.
Our purpose is to ensure an equal educational opportunity, and thus a change in performance assessment standards or results, for example, is not included in such educational support services. Moreover, the Office is not a medical clinic; so we cannot offer any treatment for disabilities.

Eligible Student

All students who are in trouble or at a loss in the campus environment because of a visual impairment, hearing impairment, physical disability, internal handicap, developmental disability, or other disabilities. Students with a temporal disability caused by sickness or injury are also included.

Basic Policy on Support

-Ensuring the educational opportunity for students with disabilities so that they would not give up schooling because of their disabilities.

-Providing reasonable accommodation for students with disabilities to enable students with or without disabilities equally participate in learning activities, student life, and university events.

-Determining details of required support and the way of implementation after exactly identifying each student’s needs through discussion as well as paying attention to his/her intention.

-Trying actively to improve the facilities and equipment so that students with disabilities enjoy their student lives safely and smoothly.

-Clarifying the preparedness and policy of the University to receive students with disabilities and striving for information disclosure.

Support system

Individual support team

For support services accepted by the special committee, an individual support team placed for each student cooperates with staff of related offices/sections and, as the entire organization, provides the support.

Services for Students

Main service is to remove environmental barriers in learning of students with disabilities. Actual services provided are to be determined according to each student or disability at his/her request.
For available (possible) support services, please see the website of Japan Student Services Organization.
We also provides individual consultation to give an educational advice.
Both of them will be provided based on the student’s request.

Flow to Start Support

Regarding contents filled in the support application and consultation/interview details at the Office for Students with Disabilities for application, they may be shared among staff of the office or section in charge if required for examination and provision of support services.
